I want to create a media server with maximum 10000 users streaming live video.
I will also need to use php and mysql lightly.
I am new to this, and I saw special option for streaming like red5host dot com.
It says "Red5 Concurrent 400 simultaneous users, 15 RTMP", does it mean capacity of only 15 users concurrently streaming?
Is there such an option for 10000 users?
I can use general vps or dedicated server and then install red5 or something similar, which I guess will be cheaper, but how can I make sure I can devliver to 10000 users?
I saw this but it says 100mbps which is much less than the bandwidht needed.

If the stream is 512kbps and I have 10,000 users, then I guess I need 5Gbps, right?
Most other hosting only state bandwidth like 100TB monthly but do not state the actual speed.

You definitely want dedicated servers for this with load balancing. How much storage would you require? Also do you have any preferred location in mind?
You have a pretty decent budget for servers, but network consumption may be an issue if you are looking for quality bandwidth with good speeds.
If you need a ton of bandwidth with reliable network I would check with 100TB.com They offer 100 TB of bandwidth on 1 Gbps ports for a pretty decent pricing. They use servers from SoftLayer, so network is top notch.

They offer 10gbps bandwidth.
I would also record the live stream, but the live lectures are not that frequent so 200Giga byte storage will do.
Most users will be in the eastern region of middle east.
