Help on dedicated server with good link to Singapore

I am not sure I am on the right track so I am hoping someone can clarify. I am trying to receive a network stream from 103.22.169.x and it seems like there is too many hops between my Toronto DC and SG IP above as stream is delayed and is buffering a lot so I was thinking to get a dedicated server somewhere where it can receive the stream properly, add some buffer time to it and resend to my DC.

here is the last few hops of traceroute
    12 btn.ord03.atlas.cogentco.com (154.54.13.254) 19.170 ms 19.310 ms 19.028 ms
    13 TenGE7-1.br02.sin02.pccwbtn.net (63.218.164.94) 272.741 ms 272.696 ms 272.507 ms
    14 63-218-213-182.static.pccwglobal.net (63.218.213.182) 259.949 ms 260.513 ms 260.509 ms
    15 73.168.22.103.in-addr.arpa (103.22.168.73) 261.539 ms 261.632 ms 261.616 ms
    16 103.22.169.1 (103.22.169.1) 261.637 ms 261.627 ms 261.620 ms

Am I doing the right thing here by looking at dedicated servers with cogent network possibly in Chicago(154.54.13.254)?

Indeed a provider in the west coast would be a great fit (latency should be better). Get in touch with a few providers and have them run some traceroutes etc for you before choosing one.

Hosts in California will probably give the best results, e.g. San Jose, Los Angeles. Portland is a pretty good bet too. Ask for test IPs and ping them.

You might need to check Quadranet too since they have Asia Optimized IP.

Would I just email Softlayer and ask for ping/tracert results to source and destination? I was under the impression that Singapore bandwidth is expensive. I require 10Mbps/24h
