It is permanent (lifetime) cost. You purchase ip's and could use them lifetime. You only need to be RIPE LIR and pay yearly membership (begin from ~ 1800 Euro).

10/each? Cheaper in the RIPE market.

And what are the prices in RIPE market?

Do I need to be a LIR to accuire IP address space or can I get it via my current LIR?

    From 7 upto 17 USD/Euro.
You can get it via your current LIR. Each transfer request must be validated and confirmed by RIPE.

Actually I need /23. Is it possible to divide an allocation into pieces? Let's say divide /22 into two /23.

Transfers between LIR is restricted by /22. So it is impossible to transfer from one LIR to another less that /22 ip's. But your LIR could decide order /22 and then provide you with /23 and leave another /23 for his own purpose.
Actually, i don't see reason for you own /22 or even /23 because from legal point of you, you have no any rights on purchased ip's. Only LIR will take full property for transfered ip's. You, as customer of LIR will have only rights to rent those ip's for your own purpose. But renting ip's is other things.

Currently I have /23 PI assigned by RIPE in 2011 and I thought I can take ownership of other IP pools. As I understand that's impossible until I become a LIR.

PI is other thing. And PI is not allocated anymore by RIPE. But you could contact to some company which has PI and do not want it and you can purchase it. But this require many paper work and need to be validated by RIPE. Usually you need acquire that company or they need confirm that they are out of business and transfer their existing customers and equipment to you. That's only way currently to get PI address. To do that you don't need to be LIR but you need have some sponsoring LIR and pay yearly for supporting PI range. Or you could become LIR, then transfer your PI to your own LIR and then seek new ip's for buying.
