For a monitoring service with precise geo lookup and routing, we are currently testing from 10 locations in Germany, different hosting providers and different IP-blocks.
With each of the lowend VPS, we run a ssh-tunnel where the master server (from one single data center) connects through, using the lowend VPS' ip for ping and traffic up/down.
There is no need for a fast connection/bandwidth. We also booked some with 10Mbit.
However, booking and setup of 1 lowend VPS per hosting service is kind of inefficient.
Are there webhosters with different locations within Germany + connection points/routes + different ip(block)s.
Looking forward to ordering more than one or few VPS per hosting service.
I still worry, that Germany has no provider reselling low-bandwidth dynamic IP VPS, sharing standard DSL connections with new dynamic IP on reconnect.
Of course, it would not make sense for websites to jump from IP to IP, but for some applications this was very useful.

I'd almost agree on this:
If the IP was shared at the same time with different end-users/customers of the hoster, this was a risk due to liability.
However, if the IP is dynamic and always assigned to one customer at least for a known timeframe (the hoster knows/logs), this is similar to static IP usage.
On the other hand, the business case required at least X customers to provide X IPs and the customers must accept the number of X different/available IPs to switch.
