    That will be nice,
    But how will this address fraud issues?

    The volume of paypal chargeback in ecommerce is continually increasing
    that is also an issue paypal should look into.

    Sounds like an interesting solution, though where has this been for the last 10 years? :-) Merchants have been interested in something like this for awhile, and the closet solution was to use the PP API instead.
