When I got into computers about 7 years ago, it was easy to find a good web host (just Google SSH, Dedicated IP, and cPanel) and run a traceroute to each site, then check them out! Nowadays, I really *really* need the help of "word-of-mouth," to help me find a host! I'm looking at paying under $10 per month, I don't need anything fancy like "automatic wordpress setup" or any of that sort of thing. All I need is:
1.) SSH access
2.) Unique IP
3.) Linux and cPanel
4.) a Fast processor would be a plus.
Most shared hosting provider do not offer SSH access. If you have budget you can consider a VPS.

VPS is the best option for you since you need dedicated IP and SSH

A cPanel VPS license is $15 for starters. A few larger VPS hosts may have bulk discounts that they can pass on, but I've never seen it for less than $5. That leaves only $5 for the VPS, and they'd need at least 512MB of RAM - more if they want a "faster processor" experience. It's not going to happen.
Linux, cPanel, fast processor are easily done. Many (even most?) hosts will give you SSH access. It would be "jailed", meaning you haven't got access to compiler tools and the like - but that's fair enough given this is a shared server. Some may charge either a small monthly premium, or a one-off setup fee for the SSH. But that's fair enough. SSH is quite doable.
The reason why this isn't as easy to find as it was 10 years ago is your last wish: a unique IP. IP4 space is now very depleted, so you have to give any host a very good reason why you need your own IP address. Why? Because they have to give their IP-address issues good reasons for every IP they currently use, otherwise they cannot obtain more. By "good reason", you need to use the hosting for something that could not be done on a shared IP.
VPS would be a better option for SSH and a dedicated IP with cPanel. Remember some do not offer cPanel with their vps, you might need to buy it separately. In that case you can check what other alternate control panel they are providing you. I am not recommending shared hosting because you may get charged extra for ssh and dedicated IP and also the resources you want will be in a shared mode. Outside of the IP, your requirements should be easy to fill. Take a look at HawkHost, they fit your requirements nicely - I've always had good luck with them.
The IP will be a challenge, with SNI now being a standard part of major control panels, even SSL won't be a proper justification for much longer. Because a VPS needs at least one IP (providing there isn't some crazy NAT work going on), getting an IP there won't be a problem.
If you can live with Virtualmin in place of cPanel, and don't have a problem with self-management, I too would recommend a VPS. (RamNode has some great offers).
