    Looking for 2GB RAM, ~50GB RAID, ~2k BW, CPanel

    All the above for around $40 or less. Can you please suggest some providers? OVZ is fine

    Oh and preferably servers on the West Coast of US.

    I can manage it myself so with those requirements above, you can give me unmanaged for ~$35 or managed for ~$40

    $40 for 2GB RAM Unmanaged VPS is a good budget.
    Most provider do not offer cPanel with un-managed VPS. In that case you can purchase externally / internally for extra $13-15/month.

    I had a good experience with BurstNet.

    Don't use their budget line. Look at their Premium Linux packages. They have a 1.5GB/3GB Burst RAM with 100GB storage for $39. Take a look at the offers section as they usually have promotions and might be able to shave off 15-20%

    Minus Cpanel, so for VPS would be around $25/m. you can get a OpenVZ with that budget though

    As others said: RocketVPS (a KnownHost brand) or RamNode (Atlanta) would be me suggestions too.

    I seen your message in first posts that you want UnManaged VPS but with cPanel. and you can manage it yourself. I m curios for your statement because cPanel means "Managed". if you want unManaged it will not include cPanel/WHM license.

    That's something I didn't know.
    Although one time if I remember correctly, an unmanaged VPS provider sold me the CPanel license and I installed it on my server myself.
    I just never purchased the cPanel license myself.

    That's correct. Even if the VPS is unmanaged, the provider can still include the cPanel license as an option. That all depends on the provider you choose. Some of these providers can give you the license at their bulk rates and keep your costs down.
