    Unfortunately, what Google sees as SPAM might not be the same for Hotmail.. Therefore your emails can easily end up in SPAM with one provider and not with the other. Each mail provider has their own internal filtering methods and most of the time there is very little you can do about it.

    You can try to contact Hotmail and explain your situation, but don't hold your breath. Another possible solution is to check the content of your emails and their subject/titles. Many legitimate emails can end up in SPAM/JUNK due to many key words that are flagged by Google, Hotmail, ect..

    Have you added a dmarc TXT record?

    If not try adding that and run further tests.

    Use the above link to contact them. They have strong user spam report system. So based on the SPAM emails reached in their user's INBOX, your IP or DOMAIN can easily be caught into their block list.

    Sure. You can visit this page:

    http://www.unlocktheinbox.com/resources/dmarc/

    And use their free record generator tool. Then just go into your DNS control panel, and paste the record in.

    Sample:

    "v=DMARC1;p=none;pct=100;rua=mailto:[email protected];ruf=mailto:[email protected];"
