If you're referring strictly within the WHT community then I would say HawkHost, StableHost, BigScoots, and quite a few others are known to be reputable as they've been in business for quite a while and have a number of positive reviews/comments posted about them.
But in a general sense, it is hard to say because there are so many different hosting providers. It depends on what you're looking for in a host as everyone's requirements are different. While one hosting provider may be perfect for one customer it may not be able to offer the same for you.

1. Lets say the best and most renowned VPS providers which meet the following specifications:
PHP: 5.2.4+
MySQL: 5.0+
PHP extensions: MySQLi, GD (with JPEG support), PCRE, SPL, SimpleXML, DOM, JSON, iconv, ctype
PHP safe_mode off

It seems you're confusing a couple of things here.
First, a VPS provider would give you root access and you could install whichever versions of things you wanted. That's why people go for a VPS - they want the finer control. So if you want to find a good VPS provider, you're asking the wrong question if you ask which one supplies version N of software X.
But then take PHP 5.2. You wanted a host that offers 5.2.4+. PHP 5.2.x is End Of Life - that means that PHP are releasing no more updates for it, including security fixes. It's likely full of holes by now. So you really need to be using 5.3 (for another 7 months), 5.4 or 5.5. (There are a few ways that providers can run 5.2 in a secure way - either by using Centos repositories that will continue to patch for 7 years, or by subscribing to a commercial repository to continue this old version.)
So it all depends what you mean by 5.2.4+. If 5.3.x counts as 5.2.4+, then that's most shared providers that can offer that. If it's VPS you want, you can install whatever you like.Not as active on WHT as I used to be, but still drop in and receive email notifications from here.

You know, there is no best host ever, there is only the best one for your specific needs.
What server location are you interested in?
How much disk space and bandwidth do you require?

The bad thing about these types of sites aren't the affiliate links themselves. Maintaining a review site takes time, dedication and commitment just like running a hosting company. As long as there is an FTC disclosure, as required by law, I don't see a reason to point fingers. Even though I am seeing no disclosure on the site being discussed.
The really sad part about it is that the list seems compiled by someone who doesn't understand anything about web hosting and seems more interested in giving good grades to the companies that pay the most rather than providing useful information that will enable a customer to make an informed decision. The "features" listed are standard ones every host provides. What really matters are the speed, the uptime, the CPU usage, server location (for SEO) and other restrictions. All the rest is advertising hype. Most of the companies listed are EIG companies, anyway using the same servers in the same location. I have been researching and have found the following 4 hosting companies to be generally the most well renowned, especially for VPS:

You've got that shortlist from sites that list the top-ten hosts. I know because the same recommendations come top every time, and it just happens that they are the hosts who pay the highest referral fee for each click-through that signs up.
If you search on here, you'll find a different set of VPS providers coming up again and again. But nobody profits from the recommendations on here, so nobody is tempted to recommend the ones who pay them for the tip-off.
The site rules only let me list the ones I've used myself. I know the other ones that get recommended often, but I'll stick to the ones I'm allowed to point you to.
It sounds like you want a managed VPS - few people who ask your questions are also looking to manage the server entirely themselves. So I'd recommend KnownHost and Future Hosting. Both brilliant. If you wanted an unmanaged VPS provider, look at RamNode, BuyVM, Hostigation or Server Dragon - but you would be on your own with them apart from network or hardware issues.Not as active on WHT as I used to be, but still drop in and receive email notifications from here.

There is huge number of best hosting provider. Find a hosting provider and search reputation of the company. I think you will find your best company for your service.
Some people like hostgator, some people like godaddy, some people like ipage etc. So it is not fixed. you have to find a company and check there policy and reputation and your required features.If you think everything is matching with your requirement and the company service. All the companies you listed are EIG companies. We explained a number of times that these companies make it to these so-called top-hosts lists because they PAY for it. They are actually the worst shared hosting providers you can possibly find around, since they are the slowest and most unreliable.

You need to remember that most hosts will distinguish their sales team from their support team - often with priority given to supporting existing customers, and sales not working 24x7. It sounds like they've got back to you.
As for Future Hosting - there are good reviews of them on this website, even if they haven't republished them on their own. But from my experience both KH and FH are good, so if you end up with either of them I'm sure you'll be well looked after.Not as active on WHT as I used to be, but still drop in and receive email notifications from here.
