You can setup the same IP for nameserver 1 and 2. It is not recommended but you can use the same shared IP for apache (web server), bind (nameserver).

Some domain registrars will not let you enter the same IP for both nameservers. I think it is rare, but I know it does happen.
I haven't thought about it before, but if the registrar does not accept a duplicate address, I suppose you could enter a phony address for the second nameserver (maybe a randomly chosen non-routable address such as 10.x.x.x). If your sole nameserver fails, it won't matter what the second address is, routable or not.
Better would be to sign up for a very low cost VPS to act as the secondary nameserver.

That, or use your registrar's DNS, or an external DNS service (zoneedit / dnsmadeeasy / route53 etc). It depends on your needs - if you'll have clients on the server then running your own DNS may make sense but if it's just one or two domains of your own, offload the DNS to somewhere else.

I would like to use internet-bs but not sure how to set it all up with my VPS?
They allow DNS Management and there name servers are

Do I set internetbs name servers as ns1 & ns2 on my VPS

If you do not want to resell hosting, you can use add domains at CloudFlare and use cloudflare nameserver.
