What are the best ways to promote a Coming Soon Page (Pre Launch Signup Page)?

Well I am working on a project in a company. Currently we are working to design our pre launch signup page (coming soon page/squeeze page) and hope to be done with it soon. But I am confused about one thing which is very crucial. And that is how to promote a pre launch signup page (coming soon page/squeeze page) so we can catch the attention of early adopters and let them signup with their email address for further updates? I have gone through some blogs to get some better ideas but still I am confused because different people are using different methods.
Our platform will be a outsourcing marketplace and we have some unique value propositions. Our target audiences are startup focused technology entrepreneurs/companies.

Well you need to make buzz arround it.
These days however this is difficult.
Try a start-up portal or a start-up accelerator in your area.
Try promoting at forums and twitter.
If you have money to invest in it - this makes it easy, spend a lot on social advertising and you will reach a lot of targeted people.
Word of mouth tends to be more valuable, IMHO, as a startup guy. The reason is this - social media doesn't do your brilliant idea justice. If you're discussing it in person, you're much more likely to have the listener "sold" then if they say an impersonal post on FB.
Certainly use both, but creating that strong initial connection to your brand should still be done verbally. I like to attend our local Meetups for startups, and let the attendees who I speak to (who are passionately supportive of other startups) go to our site. Therefore, you'll need some type of biz card. You can also try submitting a few press releases. I used inspirenano.ie recently and it worked quite well. You just need to remeber to use good quality sites (with high page rank) and not to submit duplicate content.
On a long term basis, SEO is the way to go. Social Media will definitely have an affect, however, the user base at the beginning will be small. You might ask some industry online sources to write about you to get promoted.
