Seems like the OP does not want any DMCA notices. I think Leaseweb and Hetzner as well as many other companies would still enforce DMCAs just to save on the headache.

OVH is garbage, barely any support, spammers, botnets, poor network, poor quality. Just because you have a budget of under $100 doesn't mean you have to go to the bottom of the barrel with it, search around.
