There is no "best web hosting service provider". There will be one (or, more likely, several) provider(s) that are best for your needs at this moment in time.
People will give you lots of recommendations I'm sure. But to get good ones, rather than wild guesses, or bland advice that you look at the advertising section of these forums, you're going to need to give us more information.
The website is just starting, so its traffic will be low. But what kind of site is this? Tell us more about your website.

The way it works here, for your own protection, IMO, you can't really solicit good responses this way. But you are on the right track! WHT is an excellent place to find reputable hosts.
As you are a newbie, and your website is going to be new you will need to answer for yourself:
1). What is my site about (you probably know this).
2). Is my site going to be static HTML or is it going to rely on a database sourced platform like: wordpress, joomla, or possibly a specific app that is suited to a specific task like: bulletin board, etc. Which app will you use to power your site?
3). How much support do you need? Does newbie just refer to selecting a host, or are you going to need a bit of guidance for a while on all matters?
Read the claims and offers. On those that you are drawn to, checkout their website. Do they list a real address? A phone number? Try contacting them, and see how their response is. Ask them questions, give them the blurb about what you want and see what they say. Do you like the response? Take notes.
After you have done this and put together a short list, check their references. That can be done in several ways. Starting with searching here on WHT. Do they post customer testimonials? If so are they sites that are legitimate and still hosted by that company? Google a bit with the name and add the words "scam", "fraud", "problem". If someone has a legitimate problem with a host in a forum, did the issue get resolved?
There you will find all sizes of hosts, you are probably looking for $5-$10 per month range (just to start), and these providers will do more management for you. Will they also give you good advice? Ask lots of questions of your poential provider. Before you buy you should have a clear understanding about how much help they will give you.
There are many good Web hosting companies. If you're starting the typical Wordpress blog, a standard shared best host is probably all you need. Make sure that you don't choose a company that overloads their servers. Everyone one here, me included obviously, have their own hosting plan to pitch so asking the question will not solicit too many useful responses, as others have already remarked. Most people who post on Web Hosting Talk offer good services. I can't recommend Hostgator since I have a bad experience with them and it's pretty evident that their servers are pretty overloaded. Just keep browsing the forum and look for threads from other people who have your same issue.
Like others have said, we need specifics as to what type of website you're going to be hosting and the estimated traffic. Some hosts offer cheaper hosting with less resources while others offer more expensive hosting with more flexible hosting.
