Best place to start your looking is in the offers forum for a reseller that meets your needs.
Ask them this exact question - what is the IP addresses of your name servers and see what their response is.
You can then do a traceroute to the IP's and confirm where they are.
The really small companies are not likely to have a dns cluster with multiple remote name servers, the Very large ARE likely to have multiple/redundant name servers but they are likely to be in the same location - which is not an issue as they will have redundancy.
Remember, hosts cannot make an offer to you, so if you can provide the following, you might get some good suggestions that suit your requirements.
Q: what location are you after?
what resources do you need (disk/B/W)
what control Panel are you using?
what is your budget?

Basically you need a host who has anonymous DNS Servers that you can use with anonymous reverse DNS.
Honestly I don't see why all host don't offer that, its a shame, yet so easy to do.
Just find a host who offers reseller, and then ask the host if their offsite DNS name servers have a anonymous reverse DNS setup on it and then just point your 2nd name server to it, but they have to have that name server in the cluster though.
It is indeed pointless to issue 2 ips on the same box or even the same subnet.
