That is true. It depends what level you want to look at. Often you can get hints from the DNS servers as well but it's not definitive. Looking up the IP of the hostname and then doing rDNS may give some clues .. or not depending on how things are set up. A traceroute with some digging and you can usually figure out what datacenter it's in, unless a proxy is involved.
I totally agree with critihost.
Whois will tell you what server they are using. I typically use domaintools.com
http://who-hosts.com is the most accurate one I've found. I've tested it on my own sites and it got the host right.
Nice tool and thanks for sharing, however, it did not give correct results for all that I searched for. Only 50% were OK. Yeah, but it did give some shocking results.

None of the tools I have tried give real, accurate results all the time.
It is all about investigating and that will involve a lot of techniques nslookup, trace route, whois etc.

whois <IP> should give you some clue about the owner/organization. Then you need some googling to find the host with that result. I was able to find it out many times
Many sites will try to charge you to access such data.
Try IP Neighbourhood - that's a great tool and we use it ourselves.
