they provide there nameserver, can i use private nameserver?

Only if the provider sets it up from their end - you'd have to ask them.
Most providers only give with reseller hosts.

It should not cost them anything to set this up for you on the shared IPs so the best thing to do is to ask them.
I haven't seen that providers offer that feature with shared package. Only with reseller, vps or dedi. Correct me if I'm wrong
I think almost every hosting providers are giving those facilities to change the nameservers with all packages. I am using Ipage and they have this facility with them.
