So if one server goes down, your website could be open from another one.
This way we would have 0% downtime at double server costs of course.
Yes, if they are in the same location you could use a load balancer to forward the traffic to 2 or more servers and stop forwarding if one goes down. In multiple locations you can use anycast ips and drop routes or forward traffic if one server is unavailable.

If you have no dynamic content, the cheapest way would probably be to go with full-site caching on a cdn. You only have to risk a cdn wide or dns failure. As long as you set your expires for a long time and purge on the off chance you update content. If you have dynamic and/or database driven content, you may need to spend some more money to get some GSLB action and keep all locations in sync.
