Please don't get hung up on backlinks or PageRank.
Yes good quality backlinks will help your site but you should be concentrating on good quality, unique and relevant content that people want to read, share and link to.
This will then build good quality relevant<-- This is the most important word here! referral traffic that Google will use to rank your site.
We haven't worried or even thought about PageRank for years. All we do is write good quality content that people share and link to.
Say your website sold cat food and you got a link from a PR0 site that was a cat & pets forum. This would be a good quality backlink and it would also help drive traffic (don't forget CTR) to your site as users are more likely to click the link and buy from you.
Now, lets say you had a link on a car parts forum with a whopping PR of 10. Is it relevant? No. Will you get much traffic? Definitely not. Is your link useful and relevant to the forum users? No.
Do you not think Google knows this? Yes.
So. Forget Pagerank, forget poor quality link building and concentrate on good quality content and your backlinks will increase.

Google loves mixture of links. It also considers quality and quantity.
So don't just get millions of links from low PR sites or getting links only from high PR sites. Get combination of both. Also it would be highly appreciable if you can get the backlinks from your niche related websites.
