You should have no problem meeting your budget... you may get closer to $100. You will probably be looking at a Core2Quad cpu. Direct Admin licensing shouldn't be more than $10. Another option could be going with a VPS(Virtual Server).
For server you are allright, but if you want it managed - a little more difficult.

Confused by what specifically? I've often lived by a few guiding principles when it comes to making a purchase. If it seems too good to be true, is one of those. If you're asking the question, start by comparing apples to apples. I think with a little research into what you're getting you'll answer your own question soon enough.
They are asking "managed" because they want to know if you require a lot of hand holding? I took your request for support to mean you'd like someone to respond in a decent amount of time if the server breaks, or something else goes wrong.
I think you are well within a good range price wise even with direct admin, perhaps right around that $100 bill per month on average.
