    PPS Rate Limiting?

    I've read on the Cisco IOS documentation that with QoS policies you can rate limit source connections based on bits per second but I haven't seen anything about packets per second.

    Is it possible to rate limit source IPs based on packets per second? If so how would this be achieved?

    Depends on your switch, for common Cisco Switch, 2950, 2960, 3750 etc, the pps limit is set on interface/port level, not based on ip address.
