I didn't try to sign up but the first page of their order form isn't secure... it submits to an unsecure page as well....

I've been hosting with them since January. My site was down only once (that I noticed) and they had it back up quickly with an apology for the inconvenience. They had a problem with a server if I recall. That is the only time I had to contact support and they responded quickly.

they use paypal to process so it is secure.

That is correct I used PayPal to pay and I haven't had any problems security wise with my financial information.
