Does Cpanel limit how large of email attachments can be sent and received on my hosting account, or does my host determine that in WHM?

Cpanel does not limit the size of the attachments and neither is there a setting in WHM. Did you face any problems that you need help with?

No, we have just seen that many cpanel hosts have a limit of 3MB or 5MB attachments for sending and receiving emails.

Is that fairly common?

They are probably trying to limit their exposure as Cpanel currently doesn't have the ability to count outgoing mail. Because of that, it can become a free ride for clients. Imagine if the client offers to send 100MB files via email to "cheat" the host instead of putting it up as a download on the website.
