There's no exact answer. It depends on how your using the server...
- will it all be shared accounts
- vps accounts
- heavy traffic sites
I've seen some servers with 20 heavy powered sites, or a few hundred regular traffic site.
Figure out your overall plan, and make sure it's secure.

Well, you can make a million accounts, if they're unused.
I/O will be your major problem here. CPU is okay. RAM is very good.

seems like you got your dedicated server from hetzner,EX6, I/O is the rate of data transfer of hard disk. You will probably get around 135MB/S on software raid. So at high usage it can be a problem but you can handle it later with hardware raid 10 which will double the I/O.

It's not really about the speed of how fast it can transfer data, it's more about how fast it can find it.
I think for a shared hosting server, you need at least eight threads, 12-16GB RAM, raid 10 setup (or SSD), and 100mbit connection (unmetered, if you're selling "unlimited" bandwidth packages).

Since you state you're new...maybe it would be better to start with a reseller plan or even a VPS?

It will depend on the size of the accounts and resources they use.

I don't think it really matters, because hard drives cannot take advantage of even SATA II. It's really SSDs where you'll see a difference.

CPU resource is important thing also HDD rpm.How your user use CPU on your system.you have to limit their CPU/MySQL connection in shared server.Otherwise a big site can be use your CPU resource.Yo have to look after on it.
Thank you
