You want the accounts to automatically setup in cPanel/WHM?

Like most billing systems you have to add the whm server as a server. This is from the boxbilling wiki (http://www.boxbilling.com/docs/servi...ing-new-server):
Go to Configuration -> Hosting plans and servers -> New server tab

Domain web hosting is a term used to describe what people are looking for, when they decide to use a web hosting company, where you add a domain name.

If you want to install free webhosting billing software, below the list that you can try, are :
1. boxbilling
2. idevspot
3. auto hoster
4. php coin
5. etc
I think if you want to make money as reseller hosting, its recommended to use paid version of your billing software.

I will suggest avoid going for free billing software .. rather spend a bit and get better software that satisfies your requirement and secures your data.

Billing Software
WHMCS is pretty good. It is what I use.
I remember Client Exec quite fondly however. Especially the support and eagerness of their community to help.
If I were you, I would try a month of either or both. Then decide which you'll like better. Clientexec still has that, new company feeing, which sometimes can extend that royal red carpet out to its customers as far as support and customer service goes. WHMCS is a tried and true system however and can provide the bells and whistles most inspire to have. Both work well and it mainly comes down to preference.
One thing I'd make sure of no matter what your decision, make sure you can feel happy about the ease of customization. Although I use WHMCS for everything now, it wasn't easy for me to learn how to make the cart look unique. I ended up paying someone more talented than myself to do that for me. With Clientexec, it's only a little simpler.

web hosting billing can be easily handled with billing software that creates invoices and automatically bills customers.

I would cough up the what - $18/month - for WHMCS if I were you. If you can't afford to take that leap then honestly you probably are not ready to start your business! WHMCS will REALLY help you out for what you are needing - and it really isn't too costly!
