my servers network seems to pulse like

see that its 12M and then 725k then jumps to 49M then back down and jumps back again.

is this normal?

No they do not, could it be a problem with their switch's?

probably the other customers on your server sending and receiving ddos attacks are occasionally saturating your line causing intermittent performance issues.

You should look at iptraf using the command "iptraf -d eth0" to see if the network port is maxed out before you look too closely at the speeds of any single file transfer.
