@op, do you need anything in particular? Do you need to be able to oversell? or do you need a billing system as well or will you use a free billing system? There is alot more to a reseller account then something that is within your budget.

Rather than look for a $12 a month host I would begin with looking for a reliable one first.
A $12 reseller package will not look very good value if the server is overloaded and spends more time down than up.
Everyone has a budget and I get that but you might need to up that a bit to get a reliable provider.
