    For that amount of IP's you will need to have a valid justification.

    Make your site compelling and people will come to it.

    Trying to create link farms, spreading your sites over multiple IPs, "different class C addresses" and the rest are a waste of time and money.

    The only other reason you might want lots of IPs is spam. You won't find people eager to help you here.

    Sign up with ARIN and complete the necessary procedures to have IPs directly assigned to you and take the necessary network engineering classes so you can master BGP. Once ARIN issues you IPs, you can receive all of them you want since ARIN issues IPs and setup your own BGP so they are routed to the data center you are located at.

    Google employees stated explicitly that it made no difference 5+ years ago (at least 2006-2007 timeframe).
    If it ever did work, it was for a small amount of time in 2002-2003, but even that's debatable.
