Surely some hardware parts are made for desktops in this line-up:

Correct, but that is probably just the CPU. I don't think there are many providers using towers and desktop motherboards though. If i remember correctly pcextreme has some, but i'm not sure.

of course, low budget is the reason for desktop hardware. server will be used only as worker for downloading and converting videos. worldstream prices for hardware are good, but the overcharge prices for traffic is horrible. isn't there any other provider with desktop hardware in the netherlands?

Most of the hosts here have quite good deals on servers, making the difference between desktop hardware and a rack server not all that big as they'd appear to be. It's also the fact that I can't think of any datacenters, that provide co-location, that actually have the racks required for desktop cases. Though, that question is probably better answered by Rens, as I haven't been to that many in this country (seen more US ones actually). Last, but certainly not least, most hosts here make money by holding a reputation (a high/good one), desktop hardware is not a part of that as winning a customer by prices is not the kind of business model you see here often (and that's not just in the hosting world).

Then what you should be saying is:

I want a low cost budget server with x, y, z [e.g. lots of bandwidth, netherlands] - desktop hardware is fine.
