Dedicated server and IPV4 addresses
Since my dedicated server provider is unable to provide me with the IPs I need, is it possible to purchase IPv4 ips elsewhere and somehow bind them to my server or not possible?

IPs should be announced on the network and no one would accept this for a dedicated server but for colocation it's ok.

I am not aware of any company that will sell you IPs to bind them onto an existing server located at a different company.

Thats complete and utter rubbish.
Not only do you first need your own AS number, you will also need a MINIMUM of a /24 as other networks will simply drop the prefix as its not big enough.
If a provider is to advertise IP's on your behalf you still need to "OWN" them yourself
OP;
The answer is NO.

No BGP or ASN is required on the op's part, as the dedicated hosting provider could use their ASN and advertise the block on the op's behalf. Yes, it will need to be a /24, but so long as you have a LOA (letter of authority) from the registered owner of the block, your provider should be able to get them advertised through all their upstreams up to the Tier1's.
This happens all the time in colo, and whether a dedicated hosting provider will do this is simply a business decision.
