Differences between Tier-1, 2, 3 ???
What is the differences between Tier-I, Tier-II and Tier-III Bandwidth Provider ?? If I want to take a Dedicated Server then which provider I choose who has Tier-I or Tier-III ??

The previous poster's link is for datacenter tier levels... which is simply higher the better. Network tier, not necessarily higher the better. Rather... just defines different types of people, not better/worse.
If you want a single liner:
Tier 1: Only peers for transit
Tier 2: Peers and Purchases transit
Tier 3: Only purchases transit
