Might be a bit of an overkill...

Sure, why not? just put a 1U risercard in the server and slot in the Graphic Card.
This is not an unusual request for a dedicated server provider, as GPU's are often used in applications to speedup certain calculations.

The only option that I can think of off the top of my head is the Amazon EC2 GPU cluster, but even that's >$60/hr.

Honestly, if it's only purpose is rendering and it's only for personal use, it will be a lot cheaper just to build a custom rig (home based).
Maybe you could try and find some local designers who would want to split the cost of a GPU rig?

The EC2 CUDA thing is like $2/h?

Yea... Amazon Cluster GPU Quadruple Extra Large Instance has:
    22 GB of memory
    33.5 EC2 Compute Units (2 x Intel Xeon X5570, quad-core “Nehalem” architecture)
    2 x NVIDIA Tesla “Fermi” M2050 GPUs
    1690 GB of instance storage
    64-bit platform
I/O Performance: Very High (10 Gigabit Ethernet)

and costs $2.1/hr with Linux or $2.6/hr with windows - that is $1535/mo

You can consider the Intel Core i7-2600 processor (http://ark.intel.com/products/52213).
