RAM: 512mb and maybe like 700mb-1gb Burstable RAM
HDD: 20gb+
Bandwidth: 1TB
Location: Russia/Netherlands/Germany one of those
unmanaged.
CP= SolusVM (or any free CP)
Price: Around 10$/m (not over $15/m)

With those specifications, you can definitely find something in your budget. My only advice is to read the terms of service carefully and make sure the content will not get you into any copyright infringement issues.
