Yes. You can assume that Ubuntu + Apache + MySQL-Server + PHP will take up around 2 GB (depending on you set it up), 20 GB should be enough.

I should point out that you have not told us what you will be running on the server. Scripts that allow uploads (Photos/Videos/etc) can eat up space like crazy.

You most likely can have a ubuntu os.
You most likely can have apache, a mysql server, and php installed.
However, some vps hosts do not allow certain scripts to be run or allow you to use their service as a file host.
Read your host's tos and contact their sales team to verify what you can and can not do.

Sure, I see no problem with doing it in a VM. I personally have a few VMs running similar

Yep, Its plenty. I have loads of VMs running like this.

The only think that takes up more space is logs.. However this depends on how much logging you do and how long you keep em / rotate em out.

20GB for what to do? It depends, but generally yes, 20GB is good start, and you have to think for CentOS as OS as well, if you are going to start a VM for a project or anything serious.

I to think that 20G is more than enough for a regular installation. The only thing I would throw in there is make sure you have estimated your backup storage needed.
