VPS For Hosting & Development
I'm looking for a VPS to host a few client websites and to facilitate some minor web based software development.
I'm looking for at least 10-20 GB storage, at least 512 MB RAM, preferably 2 IP addresses, and some kind of server control panel [add on] such as DirectAdmin or cPanel- anything other than virtual/webmin.
I'm looking to spend no more than about $20/month. I'm currently with volumedrive.com but their email support has been lacking very much lately, so I'm looking for a new provider.
Is this possible to find? I'd consider a reseller type account or something like that, but not sure this is the best solution since I'm also doing some minor development too.
Any help would be greatly appreciated!

A VPS would be perfect for your needs.
If you require cPanel/WHM you will need to raise your budget just a little bit. This is the only way you will get a quality provider that has good support.
Which location do you prefer?

DirectAdmin will save you a few $$$, but cPanel is generally preferred. The big three on control panels are cPanel, Plesk, and DirectAdmin.

Maybe use Kloxo (setup and looks a lot like cPanel) or webmin.
Are you wanting a managed vps too or unmanaged?

You could easily find a handful of unmanaged VPS providers who can match your budget, if you use a free control panel such as Kloxo. cPanel VPS license alone costs $15 per month, so if you are looking for a cPanel VPS you may want to raise your budget a little.

I'm looking for an unmanaged solution. I'm interested in finding out more about Kloxo, but the demo on their website is not working for me..

A cPanel license itself is $15 from buycpanel.net, DirectAdmin can be had cheaper.
Then a VPS with the specs you require is around $6 for a 512mb OpenVZ node, then around $2 for the extra IP per month.
You're looking around ~$25 mark.

Then do a search for the providers you short list, or ask us more questions about them specifically.

Burst.net support sux, however. I got invoiced for something that was not used and after refusing to pay, I had to end any relation with them. Too bad that I needed a lot more servers.

Nonsense. Considering the prices we offer the specs we provide, and the reliability/assurance we will be around for the long haul, we provide darn good support for the budget hosting market. If you think otherwise, you need to adjust your expectations for budget hosting support. Spend more get more...very simple.
I think it is blatantly obvious you have an axe to grind here, Obviously you had a service you did not use, and refused to pay for it. Not our problem whether you use what you order or not. Try that argument at any host on the planet, and you'll be told the same thing---PAY YOUR BILLS for the service you order and did not cancel.
