Is it possible to configure WHM so that the root packages are not available to resellers. And also any of the reseller packages don't appear in the dropdown when creating a new account?

There is an option in WHM that can sort this.

WHM -> Reseller center -> Edit privs/nameservers -> Limit accounts that user can create by Resource Usage.

Its description is Access to packages the user creates is automatically granted unless account creation has been limited to pre-assigned packages below. Access is not automatically granted to system/root created packages unless specifically defined below.

Setting this option for each reseller is the solution to your question.

Actually, you can and its quite easy

1) Log into the root WHM
2) In your Reseller Center, select any reseller
3) Locate

Package Access
 
 Allow the reseller to use all global packages (global packages are any packages without a "_" in them)

4) Submit and Done

NOTE : You will need to manually apply this to all existing resellers

If you want this to be the default setup, you will need to save it as an "ACL" and add it to your billing software

The package names need _ in them:

Note: Package names preceded by a reseller's username followed by an underscore can only be seen by the corresponding reseller.
