VPS saying using 100% RAM? But I am not?

So I am a little confused one of my VPS says I am using ~98% of ram with some application but it shows different results with other applications, can anyone explain?

    Parallels Web Panel:

    Top:

    vmstat:
    Code:
procs -----------memory---------- ---swap-- -----io---- --system-- -----cpu-----
r b swpd free buff cache si so bi bo in cs us sy id wa st
     0 0 0 1528 0 298912 0 0 0 0 0 4 0 0 99 1 0

    free -m:
    Code:
total used free shared buffers cached
    Mem: 320 318 1 0 0 291
    -/+ buffers/cache: 26 293
    Swap: 0 0 0

Can any one help and tell me what is the RIGHT result? am I running with 100% ram used or not. and if so how do I find out whats using up all this ram?

    Thanks
