DO i need a VPS - FORUM Hosting for Vbulletin - NEED advice and posisbility
First off , i am going to start a Forum
Spec -
Vbulletin . Suite -
for a start no Forum take up lots of bandwidth .
but i will be focusing on SEO and MArket which i am expecting growth of about 100 - 200 user a Month .

Are you looking for a managed or unmanaged VPS?
Also, I see you are targeting users from all over the world, however do you have a preference of where the VPS is physically hosted?

You can start a forum on shared hosting, but typically when you get to 30 - 40 concurrent users (people on line at the same exact time), you will need to move to a VPS or dedicated server. In my experience, with a worldwide audience, you can have about 1,000 active members and still be under that 30 - 40 concurrent users limit.
But moving a busy forum is a hassle. There are good ways to do it, and some spectacularly bad ways. If you can afford it, I would start with a fully managed VPS (unless you have someone with linux management experience). Learning to do it yourself is risky, as just about the time you start getting users, you'll screw something up and drive them all away.
You would have to up your budget to $35 to $45 a month for a 768MB or higher RAM VPS; I would recommend only solid, well known companies that are often recommended here.
If you can't afford that, reconsider paying $200 for vBulletin and use SMF, phpBB3 or myBB for free, and spend the money on the VPS. Users are going to be less concerned with the software front end than they will the horrible performance you will get from an un-optimized, low end VPS that keeps crashing.
That is, unless you know how to manage and secure a server

do you have your own Vbulletin license?
But at start I'd suggest you to host with shared environment for cheaper cost.

Start on a shared host for sure. You can easily upgrade. Personally I manage to run a forum with 7K members on shared hosting, although there are never too many online at the same time.

Like the others have said...there is no need of a VPS just yet. Start out on good shared hosting and you'll be fine.

i own about 5 copy of Vbulletin , to be frank i am not good with Server , but i do own a few server in Asia .
my idea is to get a stable hosting just to start my new project .
and if it Shared hosting , how about posting some Good share hosting . provider .
i have Server in Thailand . but since the website is targeting global user , i am worry that the Thai server which run on only 20mb international and 100mb local .
i am also considering cloud hosting . but got no idea about it .
someone suggested me to look at Wiredtree and Knownhost , and also urljet .
i would also love to know any provider here that is expert at Vbulletin hosting .

As the above members have suggested, with a budget of $10-$15 shared hosting is necessary. I assume you will need cPanel to help run your forum and that cost alone exceeds your minimum budget range with a VPS.
I would advise you to purchase a medium sized shared hosting package during your development stages, get your site up and running and perfect, THEN after a few months of trial and error upgrade yourself to a decent VPS(512mb is a good place to start as it manages cPanel resources).
A VPS can be upgraded very easily so it can grow with your forum without a problem.
Moral of the story, shared hosting during your development and very early stages, upgrade into a VPS once you start experiencing 20+ concurrent connections -- if not for the resource requirements, then just for the peace of mind you have some dedicated resources to call on if you get a spike in traffic.
Lots of good hosts out there can help you out during this stage. No need to break the bank on big names at this level -- I'd save those funds for development and promotion.
