I have ns1 at USA and ns2 at Germany.

domainabc . com

Both ns are showing different txt/spf record and soa serial. When I open the dns zone I get the correct record on both servers.

I v cleaned up dns zones, restarted dns server but no cure.

m using bind.

any idea what could be wrong?

Are ns1 and ns2 running cPanel DNSONLY, or are they regular cPanel installations with sites also hosted on them?

I suspect the issue is with the sync settings. I believe the servers with the name servers on them need to sync with all servers. See the cPanel Instructions on setting up the cluster (especially the note at the very bottom about sync settings
