    Who says the Gov. doesn't set quotas?

    Having been designated the corporate EEO officer (lucky me), I've been reading through the requirements for bidding government projects. This is from a spec book on a project we are doing.

    After outlining the 'target goals' for the percentage of minorities and women we *should* hire, this is from Executive Order 11246:

    9. A single goal for minorities and a separate single goal for women have been established. The Contractor, however, is required to provide equal employemnt opportunity and to take affirmative action for all minority groups, both male and female, and all women, both minority and non-minority. Consequently, the Contractor may be in violation of the Executive Order if a particular group is employed in a substantially disparate manner (for example, even though the Contractor has achieved its goals for wemen generally, the Contractor may be in violation of the Executive Order if a specific minority group of women is under utilized).

    10. The Contractor shall not use the goals and timetables or affirmative action standards to discriminate against any person because of race, color, religion, sex, or national origin.
    These are part of a long list of how to "target" certain minority groups after being told that you can't give any preference to any groups.

    We have to achieve these "goals" but, can't ask applicants any questions to find if they are a part of one of these groups. We have to target these groups but, then, can't discriminate against anyone not in the groups for not being in the group.

    It seems that paragraph 10 voids the other 2 pages of paragraphs (tiny print) because it says you can't do what they're telling you to do.

    Feelings are not tools for rational thought.

    When I worked for rocketdyne and we were released a 75 million dollar space shuttle main engine or explosives we were given a DT1907 custody form.

    Essentially its a who has it and when document.

    If we arrived at the John C. Stennis Space Facility early they would say, you can park it here and get a motel but we arent signing your custody form. (A goverment issues Q cleared document).

    We chose to do it, so tired... so drained we dropped the trailer and got a motel (Not going to baby sit the thing for 24 hours when they have armed gaurds 24 hours a day and military support)

    We come back the following day and that is when they sign the form, and have us sign it again to receive it back.

    Its just a bunch of red tape that covers politicians asses. It's not supposed to make sense.
