It is based on kubelance (
http://www.kubelabs.com/kubelance/). The script license has been bought some time ago and is expired now. This doesn't compromise the functionality of the site, it simply can't be updated. Not a big issue in my opinion, that script is barely updated in any case.
The idea of the site is that a buyer can post its request (for example for a dedicated server) and providers can post their offers. This is done anonymously. Once the buyer chose an offer, the provider has to pay a percentage of its offer (let's say 10%) to the site owner in order to get the buyer's details and, basically, get the new client.
It is integrated with Paypal, has an escrow kind of service too. Comes with 10 templates, easily customizable.
Domain is included with the sale, hosting is not, btw we can host it if you want.
