Can I use a general purpose VPS for sending very large amount of emails (around 100k emails) a month? Please note that these are not for email marketing or spamming but only for notifications. To my understanding, all VPS have atleast 1-2 dedicated IP allotted to it. Are there any reputable VPS providers that allow this. If not, are there are any dedicated bulk email servers that I could use?

You could use a VPS yes, most providers would not mind if they were notification emails only but the volume may be an issue for resources on a VPS as it sounds like that will use allot of CPU time, you would be much better off with either a semi dedicated (such as wiredtree) or a cheap dedicated server with someone like kimsufi.co.uk
