It will be hard to find a Dedicated Server provider that will allow Torrents at USA.
Why dont you search a europe based company?

I suppose that the torrents will contain "illegal" content right?

FDCservers allows torrents as long as they contain legal content.

If torrents is illegal, forget USA. You will be flooded with DMCA... and DC will take you down.

What's your budget and where do you want to really be, because as stated above us might not be good if anything is semi-illegal.

As someone asked previously, is the content on the torrents illegal? If it is, I would strongly suggest looking somewhere besides USA.

If your contents are legal, then I am sure that getting a server would not be a problem for you at all.

Also if you just need it for uploads, then I am sure the providers will basically not really care what you really have on there as you won't have it there for a very long time, I'm sure you will remove it from the server HDD after the upload or etc.

Don't really see a problem unless you will be publishing your contents on the server and the contents that you are publishing are illegal.

Erm... Windows allows you to use IE. If you do not like IE, you can always download Firefox or etc and use that as well. Is that really so hard to figure out?

The idea of torrenting is great, and I can understand why you would want to use it. P2P is a great way to share files. Unfortunately, torrents are almost exclusively used to circumvent copyright. Any reasonable host would deny any request to host torrents on this merit alone. This being said, you're not going to find a quality host that would allow you to do this in the United States. My recommendation is to devise some other means of file delivery, because you're quite simply not going to find a host given your qualifying points. Sorry.
