Can I setup OnApp Cloud on virtual servers created using Vmware Workstation for testing?

No, has to have dedicated servers. Their requirements are listed at www.onapp.com

You need physical server and SAN to create a true cloud. If you want just virtual servers, you can use dedicated server + local storage.
