how do I enable GD in apache cpanel and non cpanel

It's not apache but php, you need to install gd extension for php.

In cPanel servers you can enable GD support for PHP with EasyApache from WHM or from back-end logged as root.

For non-cPanel servers you can achieve this with either YUM or downloading corresponding RPM package.
