WHere do you perfer your web hosting from the following locations:
France / United Kingdom ?

Depends on the intended client base, however if that was the only choice I would choose UK
Equally, there are many other items to be considered
The network in the UK could be really slow and expensive, the one in France really fast and cheap...
Really need to compare apples with apples

If I where to make a choice, I will chose UK.
But because hosting is generally the same, I will give preference to support. Though it seems hosting in the UK is generally a bit expensive.

is important to focus the web hosting location in order to have many visitors on your clients location? so that I am thinking about tho extend to Brasil and I am looking a great resseller hosting from brasil if any of you have one , please tell me

It was between United Kingdom and France not United Kingdom or France vs USA. 
I would choose United Kingdom.
