Hello ,
Windows 2003 is the best platform to use VPN, I would recommend you to configure RRAS service on your VPS to use VPN.
Always people face this problem on windows VPS because of virtual NT adapter.
I would request you to please use following basic steps to configure RRAS service on your windows VPS.
Login your server via RDP >>>click start administrative tools >>>>open routing and remote service >>> right click on it >> configure >> use custom configuration >>> check NAT basic firewall & VPN service >>> click next.
If you follow above steps then I am sure you will not face any problem to connect VPN,
