Check Shared Hosting Lounge, if you r looking for a shared hosting. i think shared hosting is best for portfolio.
eleven2 is best hosting service i have ever seen, top speed and best servers, that never went down.

There are plenty of reputable shared hosting web hosts here on WHT. Check the Shared Hosting Offers section for some good promotional deals.
Also, if you are considering any hosts that offer "Unlimited" or are on a "Top 10 Web Hosting" list, you may want to reconsider. Most have slow servers due to overselling.

You forgot your budget, but on the space requirements you can get 5-10g for around 6-15 a month, skip hosts offering unmetered xfer you're just asking for a slow host.

There are quite a few stable options out there, if you find a web host that you like simply use the "Search Function" to find out more about them, read some reviews, scour their websites for more information.
Catapult yourself to new levels by digging in to the provider and find out if they are are what you are after, can't hurt to look.

A small hosting package would be most suited to a Portfolio depending on traffic/content. I would start small and upgrade where and when necessary.
