From my understanding a provider cannot install Windows XP on a VPS with how Microsoft has their licensing. The other issue you are going to have is your budget is going to get in the way. It sounds like what you need is not a VPS but a virtual desktop or DaaS.

Hello ila420,
Your budget will have to increase a bit to get all you want - that is why you are having such a problem finding one. Also, not sure any reputable host uses XP. Most will all use Windows Server for the OS. Installing common software is no problem.
Have you looked through the offers section here at WHT?

Personally, I would not trust a company who charges those prices. Don't let anyone fool you windows is expensive.

Burst is one of the oldest providers in the industry. If your budget is relatively low, I'd recommend trying them out as they most likely won't be going anywhere anytime soon. I would also recommend doing some research before signing up as I have never actually utilized their services.

For Windows + cheap, don't stray from Burst.
For a better budget, I'd suggest JaguarPC or EuroVPS.
But you'll be using Windows Server 2003 or 2008, not XP. That's a desktop OS, not server OS.
