I got my VPS and ran Free-m and it is reporting 241MB Ram instead of 256.

Why is that? Something to do with Xen?

Probably a "1024 makes 1000" vs "1000 makes 1000" issue.

What is the output of free -m -b?

The -b is for raw output in bytes.
