Is assume you need it for a proxy? Note that with 10 Mbit you only get 1.25 MBps, that is 125 KBps per user.

It is not for a proxy

it is for downloads, of files about 800mbps and 50 of them or so.
at peak 10 users will be downloading at one time, speeds must be good. 1mbs per person MIN

1 MByte per second or 1 Mbit per second? It is a huge difference in speed and price.

Search the VPS offers section of this website for "unmetered" bandwidth. There are several that fit your requirements, such as RethinkVPS, DMEHosting, etc.

I would say 1.5TB of bandwidth would be perfect for you. I am just curious, what is the file that is being downloaded?

I totally get the Bandwidth aspect, but what are you downloading? How big are these files? Have you looked at the "VPS Offers" here on Web Hosting Talk? I would suggest you do some research, some of these providers being recommended have gotten less than awesome reviews here on WHT.

1.5 would not last us 5 days.

its kinda like .iso files we are hosting.
its 100% legal, but uses ALOT with hostgattor shared accounts it was common for 1 acccoount to get to get 1 TB in 2-3 days.

$30 to $40 isn't going to cut it if you're talking 15TB/mo. Bandwidth costs real money.

You said 10 people downloading a file at 2 Mbps. That would be 20 Mbps if they were going the entire month. 20 Mbps is 6.4TB. You're using 40 - 50 Mbps, which would be 20 people downloading on average. You also said 10 people at peak. If we're given bad information, we can't help you.

40 Mbps un-metered is a lot. $40 is not going to happen.

Well if we peak it might hit that.
We use to host with pacific host, service was ok, support was vary poor
We might have to go back how ever.
they gave us 100mbps with little traffic on it.
can no other host compare to this?

Assuming the files you'll be downloading are static and you don't exactly need masses of CPU/RAM horsepower, you could try using Round Robin DNS as a DIY load balancer over multiple Virtual Servers.
Furthermore, you'll have a pretty robust network since, in the event of a server crash, you'll know there'll be another one waiting to take over.

Look up some high-bandwidth cheap and nasty VPS offers, they should do the trick.

I mean, it's worth a try, but 15TB does seem very, very hopeful at that kind of budget.

That was my idea, but a php script to check a server is responding. and than, rotate the downloads over 3-4 servers
